Are you sure that the sprites in the wrong locations and the wrong sound effects being played are caused by faulty emulation? It looks like good old-fashioned bad programming to me.
According to people who've actually played it, and more importantly worked on it, it's safe to say the emulation is at least close to the original, if not perfect.

this game was good, but there was too many issues, such as the facts that when Data East Pinball worked on TA, aside from Joe Kaminkow, most of the staff had little experience in video games. Also they felt the need to give up when they saw games like Primal Rage, Killer Instinct, and of course, MK3 being more superior during the 1994 AMOA convention. As for the DeLorean fatality, that's a nod to Bob Gale who worked on TA as the screenplay writer (it's also a nod to Back to the Future).

Those are omitted since only the violent stuff was going in. There's quite a bit more to this - animalities, nudalities, babalities, statue..alities? Hell I can't even explain some of these.
The best thing about Tattoo Assassins is that it makes Mortal Kombat look like a work of genius. The MK games are reasonably well made and had a lot of things going for them (I love MKII btw), but at times they can feel cheap and unfinished. TA shows just how bad a digitised fighter can be.
