COD4 had dedicated servers because that was standard in the PC versions of COD all the way up until MW2, which dumped dedicated servers for IWnet. Treyarch, which is separate from IW, decided to keep dedicated servers for Black Ops in light of the uproar from the PC community. But Black Ops still failed to bring back 32 vs 32 max like COD4.

It also means that lag is minimized as you join servers that are based in say, London, if you live in the UK, so you dont lag on it, wheras parties just pick the ping based on their IW server in California to host the game. Plus dedicated servers have custom map lists. Its one of the main positives of playing on a PC

Well, back in COD4 you could make your weapons look different, without you know. Unlocking anything.
