Eugenics is about applying Pareto's 80/20 law to humanity. People with low IQ often have low IQ kids, and there's very little that they do to increase our species' survival, therefore it makes no sense to subsidize them. They should be given incentives to not reproduce. In the long run, it is far more humane to increase the species' intelligence by this manner than letting them overpopulate due to the general ease of survival in these last few centuries that has been created by smarter people.
