There was a UN refundum where the security council was going to decide on it but China vetoed it because it had oil contracts with the Sudanese government and thought that if it approved the contracts would be invalid with the new one.

Actually, the problem is that the Sudan HAS oil. They export the majority of their oil to China. This is why the UN has done hardly anything about Darfur, because China blocks any meaningful programs to help Darfur in the Security Council. We're gonna see little action as long as the Chinese continue to support the oppressive Sudanese government.
