I'm a Cowboy fan but the day we got Charles Haley, our defense went from the middle of the pack to #1 in 1992 and won us the Super Bowl. His first game with us, he got a sack and numerous QB pressures. He's one of the many reasons why the Cowboys were so good in the 90's.
Haley was great, but he wasn't the best of his time. Here's the key-- Haley was a part of great teams. Was he the best player on those teams? Certainly not. Was he the best player on those defenses? Even that is debatable.
I would question that, and apparently a lot of sports writers feel the same way.
Was he great, in the truest sense of the word? He certainly had at least six seasons ('86, '88'-90, '94, '95) that added to his HOF resume.
If you look at his career numbers, though, and deserving candidates ahead of him who are not in the Hall, it's tough to make the argument that he's deserving.
(2/3) He's tied for 22 on the career sacks list behind guys like Neil Smith and Derrick Thomas, and two active players, Jason Taylor and Kevin Carter, both have more sacks than Haley.
DId he do it for long enough? Not nearly. Haley played 13 seasons, but only started 6 or more games in eight of those seasons. In only six of the seasons where he was a starter did he record more than 10 sacks.
Look at his best statistical year, 1990. He was playing on the same defense as Ronnie Lott and Bill Romanowski. Even fellow DE Kevin Fagan manged to rack up 9.5 sacks that season. The reason why he is not in the HOF yet is because his 6 years after final retirenment is not up. He WILL get in on first ballot

Charles Haley's six years were up in the year 2005. Haley last played in 1999. By the way, a player must be retired for 5 years (not 6) in order to be eligible. Based on some heresay I recieved recently, the answer may be elsewhere.
