Thanks both for your comments. We were extremely fortunate to run into the lady at the beginning as we had been looking for the matsuri for ages and were about to give up!
This festival was on at the same time we went to the Aikido conference in Tokyo. It's so loud, and so much fun. For hours afterwards there are festival-goers wandering around the streets, laughing and getting drunk.
