There are no bushes and they are not committing suicide. In action movies, there are always some bushes around or in some cases a pool that the heros will land in. The whole scene is a joke about how in real life there aren't any bushes to catch your fall.

They think they're aiming for bushes, it's more a case of ego than committing suicide. The movie is trying to suggest that these two cops have escaped death on more than a few occasions and they think that something will happen to stop their fall and catch the bad guys.
