That's a Rampage, a Sky Wheel spin-off. Notice it also goes reverse ( the boom ) of the gondolas spinning, i've never seen one do that. But yeah, the real name is Rampage and i think the company who made it is Watkins. Never have seen one in person, maybe one day.
Generally speaking I usually refer to any of these types of flat rides as Sky Wheels - but yes, you are correct that it was a Rampage manufactured by Grover Watkins. In fact Morey's had another Watkins ride on the pier that year... a Tempest. Thanks for taking note, I should have made that clear.
For the past two years there has been a real nice Rampage at the Illinois State Fair. That's one place you might get to see one if you live close enough.

and, at the end of the clip, if you look quickly to the right, there is a Turbo getting ready to take off. Great 1971 ride arsenal
