If you're talking about HR 20 (S 324 is the Senate version), I think it's a false alarm. I just read both bills at Thomas, and I didn't see anything like what Herzog is describing. There's certainly nothing about requiring mothers to successfully complete a questionnaire to take their baby home. It looks like Section 330G-1.b.4.B could be misinterpreted as such a requirement, which might be what caused Herzog's confusion.

I don't see anything scary about the bill. Am I missing something?
