Well, for one thing - violence is already covered under the law... he pushed for women to have *superior* protection above and beyond *all* others.
Men, children, elders, etc. only have 'basic' protection, while he demanded (under feminist instruction) that women be given supreme protections.
Now, women can kill men and face little consequence - but a man who 'hurts' a woman (even just her feelings) is criminalized thanks to this dolt.

The explanation of this is actually very simple.
If McCain had said, "If I were a dictator..." without saying "which I always aspire to be," then people could accuse him of wanting to be a dictator. By adding "which I always aspire to be," he leaves you with nothing more to say! So the reason he's not smiling is because it's not really offered as a joke - it's just a simple way to protect himself. It works, too.
