You the short answer is yes, anyone can be a doctor :-D Doctors must not be trusted even scientific doctor or medics... I know several doctors that made a carrier in cheating at the exams...
After, when you have a real problem, some are honest enough to say "i don't know go to the hospital" others lie and get you in trouble...
I once had a neighbour who had a doctorate in fairy tales, not sure of the equivalent wording in english, but "doctorate in trolls and mystics" or somesuch

or an educated guess that all roads lead to something important , therfore crossroads should pinpoint the site. not an absolute precision but definetly in the ball park...

Yes. There seemed to be a built up area (or at least, a lot of roads joining at one spot) in the square the guy picked. It was the most 'concentrated' area on the board.
It was mentioned before, but Randi said in his podcast that the dowser who correctly got the 1/24 map square cheated. Apparently there was a map with the correct square marked that was carelessly left out backstage by the crew. It makes it more unfortunate that he didn't even get this one by chance.

Notice that the right shoulder of the dowser was slightly raised and tensed when his rod began circling. The circling rod is entirely his actions.
