First, make sure that the snare (the metal weave on the resonator head) is fairly tight. If it is cranked all the way and is still rattly, you need to unscrew the mechanism holding the snare in place and tighten its strings.

If you are satisfied with your snare tightness, your next move would be to fully loosen all lugs and really crank them down tightly (but proportionally!). This will give you that nice, pinging, cracking sound. You can dampen the head if you want to get rid of the ping.

So, what you said isn't inaccurate, it's just only part of the story :) The 16th after the '&' is 'a' (pronounced 'ah' rather than 'ae'), while the one before the '&' is 'e' (pronounced 'ee' rather than 'eh').
