first of all xion is the 14th member. i played kingdomhearts 358/2 days and it says she is the 14th member of orginazation thirteen. secondly, gon421 is right. when sora releases the heart, roxas is formed.

Ok I figured this out I haven't played the game in years but thanks to comments my memory was refreshed and added to my theory Kairi was without out a heart first then Namine was formed then Sora used a special keyblade to give Kairi his heart and then he was without a heart so Roxis was formed then etc.If I told you the whole story I'd run out of characters to write this

For all you wondering who roxas is, he is sora's nobody. A nobody is formed when a heartless is formed. When a heartless is formed, the persons heart is taken and then it becomes a heartless(if i remember correctly, been a while), and the remaining body becomes a nobody(person without a heart).Because of this, I believe that Sora is actually a heartless.(This was all quite confusing, so if you wondering about this, play the game, it is explained at some point however cryptic it may be)

you have to play and then beat the game like 2-3 times to understand the plot line also part 1 like 2 or 3 times and dont skip the scenes in part 2 and read all the ansem notes or watever they are lol
