The last 10s of the video are in Golden Gai - about 200+ Izakaya packed into a tiny, TINY half-block. Most only seat 5-6 people, its seedy (but safe), dark, and mysterious. Very rare in Tokyo. It's a 15m walk away from the station, very few Tokyoites are even aware of it, nor think about it.

I think the minimum age is 18, but they'll let you in if an under-aged person is accompanied by the parents. At least, that's the way my cousins did. It's a good clean fun a whole family can enjoy cheaply.

For the business, families are welcome customers, because they rarely win.

They sure do, at least some places. In a small town, for example, most people know each other, so the restriction is often not enforced if the parents take responsible.

On the other hand, if you go to the big cities, they probably won't let you in.
