If that was a solar flare I can assure you with my basic knowledge of space that we'd probably all be dead right now. So yea, camera effect due to sun glare.
ITS NOT EDITED ITS NOT A SOLAR FLAIR .. its just the affects its having on the lens when upoint ur cam @ the sun directly and then turn it at an angle its just reflections nothing more a flair cannot be seen directly you need special devices to cancel out all of the bright rays so that u can see the suns outline or when there is an eclipse

I work at a cash.... today my eyes were burnings and my head hurt badly.... I thought I was the only one til I started asking the customers.... they had the same same me!!!!! I wonder if it had anything to do with the Solar storm???
