There's so much firepower floating around the world, especially since the fall of the Soviet Union, and of course all the shit you can buy on the street in most of Africa - it's really not that hard if you know the right people and have the cash. If you watch the movie you'll see that the Jackal is a very insidious character. He has absolutely no honor or any of that other kind of bullshit. Not only that but he can seeminglessly change his character at will, personality not only looks. And convincing enough to fool anyone. He's a pure professional. Complete the job. NO loose ends. Pretty sure he would've killed Lamont even if Lamont didn't try to pull any funny business.

It was off by a few mm, but on a turret like that it can lead to be off by several feet at the target. Not only was it a lack of competence but he broke the deal by attempting blackmail the Jackal. The turret could easily be adjusted, but it was going back on his word that upset the Jackal. Someone like the Jackal, an assassin, is a person of his word. He does what he says and expects others to do the same. If they don't then they can't be trusted. What Black did was unprofessional.

The gun's not off by inches either. If he is aiming for the mechanic's hand/pack of cigs, and hits him 3 inches below his shoulder. That's a couple of feet off (max).

The Jackal asked for competence, Jack B failed (cut-corners for a bigger "cut" maybe) Jackal made him useful again, as a target.

Absolutely the best sceen in the movie.

A toally bone headed crude Canadian mechanical engineer that probably can't find a job is aproached by Carlos the Jakel to build a motorized heavey gun turret for a modified Polish Anti Aircraft gun. He's too dumb to understand that when you are dealing with an international assasin like the Jackle you keep your mouth shut and give him what he wants. No questions asked.

C'mon you have to suspend you dis-belief. The scrap can be salvaged from the dumpster by the authorities and reverse engineered. The Jackle didn't want anyone to know what he was up to. At this point in the movie they knew he was in North America someware but didn't know where. Titanium is more expensive and that bum probably wanted to keep the money for himselfe so he found a cheaper alternative.

Still the FBI found Lamont's place and the plans which lead them to the gun and therefor to the jackal at end and made him fail (the jackal opened his mouth too much as well, the "cannot protect your woman" thing), so I am not sure what was all this for.
