Make no mistake he always has a new angle on every story and I doubt he was high on drugs although he did seem power high.

"Shoot TO the capitalist system" is what Gasparino says. In trying to get Charlie G. to hurry up, Dylan says right before that that he has a "capitalist system" (...to report on and presumably can't wait for Charlie to finish being vague and elusive).
