No, that's before the Tindersticks. On that link of yours, the song is called "Old Horse" by Asphalt Ribbons. In 1991, 3 members of Asphalt Ribbons (including singer Stuart Staples) moved on to start a new band: Tindersticks.

What you perceive is the happy, bouncy early 60's soul sound masked by the dark baritone vocal. The keys will tie it along and he strings will give it some 'air' which will certainly lift the emotions even before you get to the lyrics. Just a perfect example of song writing. Stunning band and writing. Bravo.
