Yes, but it has Live-view, which means that there is a video stream. Now you can get a hold of this video stream if you connect the camera to a computer with the USB connection it has. Hence the low framerate video.
@arzy2008 You can take video using eos video recorder(google it). But you'll have to connect to your pc to take video. and it doesn't record sound and the video quality wud be sluggish!!... :)
