@DLI77 nope, definately gearbox problem, why would the starter cause problems when in neutral but not when in gear?
Watching this video is like listening to my own bike! The symptoms are identical, gear selector forks bouncing off the gear dogs (i think) while in neutral, worse when facing downhill, mine also jumps into 4th gear with a loud bang when shifting, symptoms slightly better when holding clutch in and when motor is hot.
It's a known issue with 1990 bikes, mines 1990 too!
Mine has been doing it for the past 3 years... I'm sorry to tell you it is the dreaded 4th gear faiure which is common to Wings from '89-'92 . Later ones have upgraded 4th gear.
The gear gets damaged and the selector fork gets bent. The noise you can hear is the the gears to trying to engage while the bike is facing downhill or resting on it's sidestand. As the problem gets worse, it'll do it in the first three gears! Its an engine out job.
Have you found and or fixed the problem? I have the same bike with the exact same noise so I'm really interested. I've been told it's the clutch basket and the motor needs to be pulled to fix it.
to me sounds like the starter.(not retreating completely)

since it sounds in neutral i dont think its transmision related,
if the sound comes from the rear left side of the engine its the alternator dampers that are gone
