Yes indeed we consider that fat my friend, it is a clear difference between big boned, fat, obeist and soforth. When your BMI is higher than it should be, you are considered overweight (as long as you dont have big muscles that "fools" the BMI scale). This girl does not have big muscles thus leaving me to believe she has an BMI well over what it should be = She is overweight or fat if you will.
