I suspect that the most compelling reasons for Japan's stand on this relationship is Japan's unease with the likelihood of the current US Administration surrendering the bases to the PLA of the People's Republic of China. When you add a resurgence of Russia's interest in the North Pacific, especially near northern Japan. The "Mutterings" may not be "Official" , but are of at least some level of 'Deniably Unofficial'
