I do agree that SOPA and PIPA were nothing more than distrations or more so a warning as to what was about to come. ACTA has exsited since 2008, when Japan first thougt of the whole infringement idea. Then America joined and now most of the Europien Union, S. Korea, Singapore, Australia, and New Zealand have also signed this enslavement treaty. It is funny that all of the developed countries signed these teaties, but I also wonder what will this mean for China? They make everything.
