Some are, some aren't. Dharrapuy is pretty good with English, it seems he has good comprehension and he can read and write as he has been to Kormilda College as a teenager as well as Nungalinya College as an adult student. Just today, when driving around doing sight-seeing, he looked at the car in front of us, read the writing on the back, and confidently announced "Subaru". He doesn't speak English as his first language though and hardly uses it unless he absolutely has to.
