Just beat this the other day on Veteran solo mode. Very difficult due to the sheer volume of enemies surrounding you. I got 4 juggernauts total. I found that you can isolate the juggernauts by moving pretty slowly after grabbing the intel, allowing you plenty of time to snipe each juggernaut separately.

everbody add toxiicsnipezz and laugh at him coz he was dumb enough to jump outta of the plane and make a run for it, it seemed a dumb idea but it was working... we were 20metres out... and then his dumb mind went from dumb to dumber as i carried on running and in 2 secs i was at the smoke and he decided to take cover... he died and i was in the smoke having to deal with 1 juggernaut and 20 shadow company, no cover btw... in under 50secs to revive him... it all ultimately failed. failed twice!

Beat this for the first time TODAY on veteran solo. I got 5 juggs, 1 at the beginning, 3 while still in the plane, and 1 once I dropped. This can be done in a controlled fashion. After clearing the first area, wait in the plane beyond the intel and pick away at enemies with your non-intervention weapon. When you hear the drum, switch to your intervention and go prone facing the back of the plane. You'll be able to see it coming on the right, toss a flash, and snipe it down.

Me and my brother JUST completed this spec ops and we had 5 juggernauts. We saw none at the beginning and while I was sniping from the plane they all came. So I suggest you to always look youre backs. Perhaps juggernauts come when you take too much time compelting the op?
