He was most likely running your plate or in a hurry. Police are allowed to go to a call without emergency lights or sirens; it depends on the nature of the call. Even if he was out of uniform, he can still be on call; any officer can. Most officers have take home cars. I am a criminal justice major and I know many officers in my city.
