@Minimoonfan123: The castmembers playing full, over-the -head costumed characters (They call it 'duck duty' ) were allowed to speak at one time (In the early years of Disneyland). Walt decided that it actually detracted from the character and lacked CONTINUITY of character. It would be very difficult for each castmember to sound like that character and say only things that character would say (especially through all that costume) With them silent, it maintains our image of that character better
