When you see the other dog approaching you need to have Pippi 'sit & stay' & you will need to run 'interference for him. Step between Pippi & the approaching dog. After you are comfortable that the other dog has settled down enough and you feel it is safe to let them meet you may do so. If you don't feel that it would be safe for them to meet politely tell the owner that your dog isn't comfortable with exuberant greetings.
Do not rely on the other owner to control the situation.
i.e. if we are on a walk and another dog comes on strong, rude... head on greeting, if my dog would give calming signals instead of counter posturing... it might diffuse a potential situation.
Pippi gets along with mellow dogs not with intense ones.
The most important thing in these situations is you maintaining control which will naturally calm him.

Calming signals are mostly 'hard wired' into animals. What type of situation do you mean?

Most of the time when someone says the dog bit without warning, they just didn't see all the warnings the dog gave.
I'm glad that you did see them & didn't get hurt.
