FXHomes VisionLab. You can render the unfixed video, then load it into VL and use optics and colour to change the video and re render. Not quite as good end quality as Vegas / Adobe but will do the job.
Try the demo before you buy if you have Vista, it can have issues.
Too bad that Magic Bullet Looks is that it cannot be downloaded from Torrent or any other website cuz the keygen can only be used by one computer and one person per software.

I don't know what kind of camera you have, but Hewlett Packard doesn't make video cameras - I mean, that seems to be your problem right there - you're expecting to get good quality video from a still camera. That may be true of the $3000 Canon 5D Mark 2, but nothing in the consumer range is going to match the quality of even a basic video camera.
I'm sorry to say that I only believe it works with Final Cut Pro (what I used), Sony Vegas Pro, and Adobe After Effects. I think.
The suite is $399 by itself (this is in addition for around $700 for Sony Vegas Pro or After Effects, and around $1200 for Final Cut Studio) so it's not likely to work with Windows Movie Maker.
I think your best bet for spending money to improve your video would be the $99 Sony Vegas Studio - the intro version of Sony Vegas. That's where I would go first.
they all look good, but the last is my fav ... more color depth, good seperation between sky and water. I wish I could afford magic bullet, but I would need to get a better comp and a host such as adobe ae. Cool effects, though!

just a quick note, if anyone is interested in colour correction DO NOT use premier. it's rubbish.
Use FCP or Colour, or Vegas
