It does. My science teacher did an experiment where the class formed groups, and studied the flight patterns. Ours only seemed to fly if someone poked their head into it. Fortunately, I escaped the task.

We did our best but the conditions were wrong for the poor airship—far too much wind for it to be able to gracefully ascend in to the skies as it was designed to do.
