Sasuke can use the MANGEKYO SHARINGAN, AMATERASU, TSUKOYOMI and SUSANO because Itachi tranfer all of the eye jutsu to kill UCHIHA MADARA.

The common and most likely theory that i've seen going around is that Madara is the bad guy. 

He came back to Konoha back when Sasuke was young and decided to take Itachi or Sasuke for an unknown reason. Itachi refused but Madara killed the rest of the Uchihas in order to force his had and Itachi accepted in order to protect Sasuke.
