Secondly, how much a movie costs has little to do with how long it is, you're almost looking at it from a childs' point of view.

Its nothing to do with that, the costs have to do with how much it costs to film there and the amount of props, costumes and special effects used within the scenes.

Just to put this in perspective: Clerks was shot for the sum total of $27,575 (not adjusted for inflation, approximately 42k when adjusted ) Pre digital, on film (so much more expensive then today's digital). To save money, be inventive and think out of the box (ie Scareface was mostly filmed in LA, CA and not Miami, FL) Some cities are more welcoming (cheaper) then others.... When you say Adventure film with lots of locals, is this going to be a homage to Wizard and Pee Wee? Good Luck James.
