The keypoint I take from this is that the NZ police guarantee the freedoms of its citizens by allowing the Chinese to demonstrate without being hindered by the pro-Tibet guy. At the same time, the Pro Tibet guy is allowed to make his statement as well - as long as he's not limiting others' freedoms in the process.
I hope this point is not lost on those Chinese who only want to see this through an anti-western lens of Chinese being provoked by foreigners....
