No he's not noob, the fact that he's able to shot such arrows shows he's quite good. And he had no items because he was mostly assisting his teammates in killing instead of taking the kills for himself. If he took the kills for himself he'd be much fatter and higher-leveled compared to lvl 10 at 30 mintues.

And also, this isn't maphack. This is replay, you can see the whole map...

U can see that somtimes the kill does not even show up means it,s not online and the potm is alwayz positioned and waiting for arrow also a couple of times the hero killed by the arrow turns back so it does not miss
