If I ran a aid group I would never let food and medical stuff go into north korean legally, I would have it smuggled in and given directly to the people without so much as asking for a smile from them.

Because I know if I don't it will never reach anyone that needs the supplies, but I would make sure I never leave them alone with the stuff since I sure if caught with the supplies they would be sent away.
