@samuraishinobi New Line Cinema exclusively purchased the rights to do so. This cartoon was actually based on the Troma movies, which were very VERY violent.

Though it's under heavy suspicion that they purchased the rights exclusively to make sure that the Ninja Turtles people would hurry up and make a new movie. So Turtles 3 sucks because of this cartoon.
