I do not know who created it, but it's not by Calder. It was on the grounds of DeCordova Museum in Lincoln, MA, which has a fabulous sculpture garden. It has since been taken down; perhaps there was wind damage, though I hope not. The funny sounds you hear are human voices, but they are high-pitched because I speeded up the video a bit.
I heard a bird at the end. It probably saw this and was like,"...Wtf...?" Lol! But really, this is art is very much a graceful dancer of winds. I enjoyed watching this.
Sorry I haven't replied until now. It's near Waltham, Massachusetts, just outside of Boston. There's a multi-acre sculpture garden. A must-visit place if you come out our way. (The garden is free early in the morning.)

No, I speeded it up. It was not a very breezy day, so it was turning very slowly and I didn't want to make it too long a viewing experience.

That is the coolest piece of work. It's mesmerizing. I could imagine sitting in front of it and watching it for hours.
