If you want to be technical, dubstep is not a genre of techno. Techno and dubstep came from completely different genres, and are basically related only by the fact that they are both electronic music. I agree that skrillex sucks ass, but just know where dubstep came from before you talk so much shit. Just know, dubstep came from Uk garage, 2-Step and Dub.

Also, by definition of 'techno' dubstep does fall under it, furthermore, most pop and hiphop anymore is in a fusion with techno, people can be in denial all they want, but they're using synths for bass, pads and beats, it is a form of techno :)
