Since tax revolts often have legal consequences for the participants I came up with this idea in 2010 but with no takers unfortunately: instead of everyone refusing to pay taxes, have everyone file for the legal extension, temporarily curtailing the cash flow, and if the behavior isn't reformed, then outright revolt.
