You hit the nail on the head by supporting full equality. This is what the Annan plan was NOT. Equality means one man one vote, freedom of movement and adherence to basic human rights. Example (as stated in Annan plan)

a) Importation of settlers is contrary to the geneva convention. With Annan plan minimum 50,000 will stay on the island.

b) Annan plan would have allowed a fraction of G/C refugees (only the elderly) to return to their homes without voting rights.
