those are just the electro anomalies which are very strong because they are on the powerlines near the reactor. that's not because of the storm itself. it does those flashes 24/7 and it can take down choppers. they even go near the ground on some locations right underneath the powelines. and the anomaly can kill very easily if not properly geared up ... :)
