I get it! Save your Illustrator vector file as a jpg. Do the trace, and then print with registration marks. If it looks good on the screen, in the Silhouette software, it should be good printed. I suspect that the Silhouette is having issues with the vector file.

So could you print from a different program and cut with Sihlouette?

I contacted their customer support and they first advised me to change some settings, so I did and still prints fuzzy. Did you print this outer edge with cameo then cut it and it came out good? I tried printing from my Illustrator then do the outer line and print it from Sihlouette and didn't cut properly.

I want to make sure i understand you question -- are you trying to create your own "print and cut" elements? Just to clarify -- that's not what I did here. I just scanned an image so that I could cut patterned paper to coordinate with a chipboard piece that I had bought from a store.
If you can give me more detail about what image you're trying to make "cutable" I'll see what I can do to help.
To fill your marquee with black: 1. Ctrl click (or Opt click) your shape layer in the layers palette to select the shape. 2. Create a new layer in the layers palette. 3. Click the new layer in your layer palette to activate it. 4. Fill the new layer's marquee shape with black.
Then you can just delete your shape layer and have the black layer. :)
To just get one line click off the high pass filter, then adjust your threshold until just the white areas are not yellow. When you hit trace it will be just what you want. The high pass always creates a double line.
