I thought the civil servants should have been advised of the conventional practice (or taboo) not to touch on the issue of politics while on duty (unless you are the union members on time off). Will this be construed as an internal embarrassment in need of an update on the relevant guidelines? Obviously, Mr. Tong's focus was on the students and not on the teachers. The implication of the teacher's act is quite subtle and profound. Lets wait and see....
