This would be pulling away, pushing, bracing, etc. By simply not complying with commands you are exhibiting "passive resistance" and a TASER would not be an appropriate response.

You do not need to have your rights read to be arrested. You only need to be given Miranda Warnings if you are 1) Being Questioned, 2) in Custody. There are some exceptions. And Custody does not necessarily mean handcuffed. And that is only if the cops want what the bad guys say to be admissible in court.
Fight or Flight Risks, or in this case acting violent (yelling at the cops), can be detained. Also, they can be arrested if they impede the investigation. The cops did a good job.

If she doesn't want to do anything it'll be dropped down the road by the State Attorney. Additionally, they have the right to detain while they conduct their investigation, if he reists, oh well.
