The British had the money, they were building capital ships, to counteract, Japanese and American naval forces, they might have been a 1928 Anglo-American Naval engagement, had the washington treaty not taken place. The Japs believed, that if they invaded Asia, they can create a economic bloc, like the EU, whats more the military economic structure is different
