2) Any treaty has to be ratified by a 2/3 vote of the Senate

3) This is an INTERNATIONAL treaty---as in "arms trade between nations"

4) In 1957 the Supreme Court ruled in "Reid vs Covert" that the Constitution supersedes any international treaties made by the Senate, so the whole thing is moot.
