put this save it to gta iv folder then run game and set everything on low except render and texture quality and your done

@MrHaska1 i think i tried everything but fps still jumps and i have shuttering... my agp stock memory clock is 533mhz ,core clock 500mhz,shader 1157mhz ,tried to overclock memory to 607mhz,core over 750mhz ,shader over 1700mhz ,a few fps gained but still same lag... i think i am prety fucked up with gta 4 and my pc :(

@MrHaska okay i'm sorry :( . But if u want to play gta 4 more smooth u can try contig.exe it will defrag ur game directory. and u can try graphic downgrader for shader 1.0 or 2.0 then try to use 3dAnalyze. Hope this helped u out :)
