its likely that the Decepticons armor is a high enough grade to where the stinger attacks would just bounce off.

although, his stinger was powerful enough to knock down half of a Cybertronian building (Autoboot Camp). so either the Autobots dimmed down his stingers' power, or the Autobots had buildings made of paper mache` (or however you spell it).

the swindle thing is a good point and when Bumble bee knocked down that building his tingers were battle grade they made them weaker when he became a repair bot in transwarped ratchet makes them battlegrades and optimus complains cause theyre only allowed on combat bots
