How to Compost

I'm woundering if the lack of insect is the reason my compost piles not heating up.

My compost is not heating up.I put Oak leave grass clippings And cow manure.also coffe grounds potato peelings and then I added 4 cups of triple 13 fertilizer..and it still doesnt heat up.Why?
