@Znitso In Hungary you don't have to use lights in the cities at daylight. Since the speed limit is 50 km/h, daytime lights are totally pointless. By the way, if all lights are on it consumes a lot of energy. Just calculate it: one bulb at the front consumes around 55 watts. The engine has to produce that energy.
@Jetbrowse Yeah well that's Hungary. In Sweden it's a law that requires them to be on (for a safety reason) Since it is easier for a pedestrian to spot a moving car with headlights on than a moving car with headlights off. Just saying.
@Znitso - DRLs make cars more dangerous because they mask turn signals and make drivers think they can be seen better, which just makes them drive faster etc. to compensate (speaking generally).
in most countries there is an option to turn off the day time running lights should you want to burglarise someone and not be seen (i'm asuming is the only reason you would want to),. you turn off the ignition switch the lights to 0 hold back the main beam steering wheel stalk then turn the ignition on. to re-enable them you do it again. but like i said why would anyone ever want to :-)

I dont know why people drive with their head lights off at anytime, they should allways be on when driving.
